Are the Middle East's wars really fought over water?¶
Short answer: NO — and the prediction that they soon will be has a poor track record.
What the record actually shows¶
- Cooperation outnumbers conflict. Aaron Wolf's Transboundary Freshwater Dispute Database at Oregon State is the main dataset. It coded roughly 1,800 international water events over about 50 years. It found cooperative events outnumbering conflictual ones by more than two to one. Only about 37 involved any violence. And none rose to the level of war [DOCUMENTED]
- The last real water war was ~4,500 years ago. It was fought between the Sumerian city-states of Lagash and Umma, around 2500 BCE. This is Wolf's widely-cited framing [DOCUMENTED as an attributed claim]
- The biggest disputes have produced zero shots. For fifteen years, Egypt and Ethiopia have traded "all options are open" threats over the Grand Ethiopian Renaissance Dam. Ethiopia built and opened it in September 2025 with no treaty in place. Still, not a shot has been fired. The same is true of Turkey's dams on the Euphrates [VERIFIED, including the negative]
Where water does kill¶
Now the honest other half. Water is a real weapon of war. It is also a real stressor on conflict. It is just not a prize that armies march to seize.
- As a weapon: ISIS seized the Mosul, Tabqa, and Fallujah dams in 2014. It used them to flood or cut off populations. Siege warfare cuts off water supply. In Yemen, the war wrecked water and sanitation. That collapse fueled the largest cholera epidemic in recorded history (2.5M+ suspected cases). Attacking water installations is itself a war crime under Article 54 of Additional Protocol I [DOCUMENTED / VERIFIED]
- As a stressor: did the 2007–2010 drought help cause the Syrian civil war? That is a genuine and unresolved scholarly dispute. Kelley et al. 2015 say yes. Selby et al. 2017 say the causal chain is overstated. We present it here as a live contest, not a settled fact [DISPUTED]
- The one that turned lethal: an Iran–Afghanistan border clash over the Helmand River in May 2023 killed about three people. It is the region's rare case of deadly cross-border water violence [DOCUMENTED]
Why the water wars keep not arriving¶
The Middle East is the most water-scarce region on Earth (~6% of the world's people, ~1% of its renewable fresh water). So the shortage is real. But thirsty states have mostly chosen to engineer their way out rather than fight. They build desalination plants and reuse wastewater. Israel is the flagship case (see Document 32). The Gulf hosts roughly half the world's desalination capacity. Scarcity raises cost and stress. On the historical record, it does not compel war.
